Prior to the formation of the Saskatchewan Arts Board in 1948, several associations in Regina and Saskatoon had worked to promote the visual arts in Saskatchewan by sponsoring exhibitions of the work done by locally and nationally renowned artists, supporting arts education, and purchasing works for the benefit of the community. The most active and influential were the Women's Art Association based in Regina and the Saskatoon Art Association.
