Scope and contentFile contains a presentation by Chief Calvin McArthur of the Pheasant Rump Nakoda Band. McArthur is also a representative of the Dakota Nation Chiefs. McArthur explains his view that the Treaties are nation to nation agreements, and relates how his own band signed an adhesion to Treaty No. 4 in 1876. McArthur relates how his Nakoda people were defrauded of their reserve land and forced to amalgamate with the Cree and Saulteaux White Bear Band, but after taking legal action in the 1970s managed to regain their lost acreage and achieve compensation. McArthur discusses issues his people face with the 49th parallel and the impedement of movememnt across traditional Dakota territory. McArthur discusses his views of self-government, economic development (particularly with regard to resource extraction), education, and the Canadian Constitution. McArthur also states "there are five Bands of the Dakota, Nakoda, and Lakota in Saskatchewan and there are some in Manitoba and some in Alberta and some in the States. We wish to make treaties with these other nations and we will."
