Scope and contentA copy of Sarah Carter's article "Contolling Indian Movement: The Pass System," from New West Review May 1985. She argues the pass system was put into place after the 1885 Rebellion to control movement of suspected rebels, and to encourage Indians to stay home and farm. This was an unjust policy.
