Scope and contentA report titled Breaking the Trail to Northern Community Empowerment: The Community Transfer Initiative in Cape Dorset by Graham White, published by Centre for Urban and Community Studies, University of Toronto. It looks at the Government of the Northwest Territories initiative to "shift a wide range of activities from the territorial government to the local communities," specifically Cape Dorset. It was called the CTI or Community transfer initiative. Self-government at the local level to encourage empowerment.
