Historical noteDr. Harold Cardinal (b. 27 January 1945 - d. 3 June 2005) was a Canadian Cree writer, political leader, teacher, negotiator and lawyer. From the start Cardinal demanded, on behalf of all First Nation peoples, the right to be "the red tile in the Canadian mosaic." Cardinal was a lifelong student of First Nations law as practiced by Cree and other Aboriginal Elders, and this study has been complemented by extensive study of law in mainstream educational institutions. He was also a mentor to many Aboriginal and non-Aboriginal students, professionals and political leaders.
Scope and contentThis speech describes the struggle to have Aboriginal issues such as poverty and lack of education addressed by the Canadian Department of Indian Affairs. Cardinal also disputes the Department's charge that monies were misspent by the Native Council of Canada and presents a defense. Handwritten annotations in pencil by unknown author.
