Scope and contentFile includes a presentation by Vice-President Denis Gill of the Centre Block of the Atikamekw and Montagnais Council. Gill expresses his thanks for the preceding presenters position on land claims, then goes on to his topic which is the federal Pathways program for Aboriginal labour force training. Gill gives an overview of the program than highlights a variety of problems with it, particularly in terms of administration, allocation of resources, and implementation. Following Gill's presentation Commissioners Dussault and Chartrand thank him and discuss some of the issues raised with him.
