Scope and contentFile contains an original copy of a report titled "The Dismantling of the Department of Indian Affairs and Northern Development, The Restoration of Jurisdictions to First Nations Peoples in Manitoba and Recognition of First Nations Governments in Manitoba, December 7, 1994: Framework Agreement, Workplan, Memorandum of Understanding." This framework agreement involved sixty Manitoba First Nations as represented by the Assembly of Manitoba Chiefs. It is an extensive report that includes objectives, historical background, consultation, the process leading up to the agreement, principles, mutual commitments, structures and approach, funding and duration. The workplan section outlines how administration of affairs would be handed over to First Nations, and the memorandum of understanding is an agreement to continue this process, and that Treaty and Aboriginal rights and the Crown's fiduciary responsibility would continue.
