Scope and content | R.W. Dunning's proposal for autonomy for Aboriginals is in sharp contrast to the Canadian Government's "White Paper", published earlier that year. Among his ideas are: government recognition of Aboriginal organizations that represent wide segments of the population, and giving full title to reserve lands to registered band members. | |
