Scope and content | File contains a copy of David C. Hawkes paper, "Aboriginal Self-Government: What Does it Mean?" Pub. by Institute of Intergovernmental Relations, Kingston Ontario c1985. ISBN-0-88911-428-5. Hawkes purpose was to educate Canadian provincial and federal government negotiators about the multiple Aboriginal views self-government. Hawkes states that most non-Aboriginal Canadians assume that one agreement for self-government could be made with all Canadian Aboriginal people. Hawkes suggests four different models for self-government arrangements. The study concludes there is little chance for agreements in the immediate future, and that his paper will only help in the design of a better framework of future negotiations. | |
