Scope and content | File contains the Federation of Sask. Indians publication "Survey of Band Members living Off Reserves," c1978. This study surveyed band members living in Regina, Saskatoon, Prince Albert and North Battleford and was "implemented and controlled by Indian people." Interviewers gave band members a chance to speak freely, and not just answer set questions. This influenced the report and inspired a list of four objectives of the report. 1) It should provide a means of communication between off reserve members in cities. 2) It should give Chiefs and band councillors information about off reserve member's concerns. 3) It should assist other individuals and organizations to help off reserve members and 4) It should provide general information to the public so they can better understand Indian people living in cities. Studied concerned only status Indians. It concluded that the federal government has not lived up to its treaty obligation to assist Indian reserves to become self-sufficient. Poor education and skills training meant many off reserve Indians could not get good enough jobs to support themselves or their family. | |
