Scope and contentFile contains a copy of a paper prepared by Bear Robe for Political Science 651. Federal Indian Policy and Indian Self- Government in Canada: An Analysis of Conceptual Models and Other Current Proposals. The paper outlines the background for the notion of self-government a "dominant federal Indian policy in the 1980s." It also outlines proposed models for self-government in four sections: A)The degree of sovereignty or independence; B) The structure of Indian self-government; C) The revenue base for Indian self-government; and D) The scope of powers. Bear Robe argues that the Penner Report, with its 58 recommendations, is the best and most comprehensive model. He concludes that Indian demands for self-government are a legitimate right of First Nation communities, and a necessary move away from the "old worn-out approaches of...Indian Affairs..."
