Scope and contentThe file contains a presentation by Gordon Smith, Donat Pharand, and Marc Denhez of the Sovereignty Panel. The three presenters discuss historical and legal sovereignty issues particularly with relation to Canada's role in the Arctic, and the High Arctic Relocation program. Following the presentations the assembled Commissioners discuss some of the ideas raised with the presenters, after which the Commission adjourns for the day.
